Set in the years before Ronald Reagan took office, the documentary looks at Manhattan in decline and how that harsh reality fueled a wave of young independent filmmakers. Inspired by punk rock and new wave, they make confrontational, no-comfort art that pushes back against mainstream Hollywood escapism.
